Tag-O-Matic is a pretty nifty DOS program that primarily adds a tagline to the end of your email message. It will also add sigs, reformat the text and much more. It's mainly used in (and designed for) Fidonet-type echomail readers, but it can be used by some email/news programs too. Basically, it can be used with any mail program that allows for the use of an external editor.
